There has been a lot written about this online. Here is the actual code enforcement page of Sacramento. It is rather vague and open to interpretation. For instance, "Using tools not normally found in a residence; " Most gearheads have way more tool and equipment than an "average" homeowner. who determines what is common? Can't work on cars if the owner is not registered as living at the residence - no more tuneups etc by your friend who's much better at it than you. Plus you can't take it to heir home (in Sac) to work on it. Just two examples.
